My Fish is upside down floating too the top of his tank! HELP!?

Im pretty sure hes a Zebra tetra. Ive had him for 7 years. his tanks always clean, regularly fed, and hes never had any problems before. i read on google that feeding him a pea might help but he wont take it... please help asap!!
