What solution of liquids and chemicals would have a pH closest to that of hydrochloric acid?

Depends on the strength of the acid. The stuff is usually shipped at 6 molar, if I remember right, but many other acids are shipped at that strength also, including sulfuric and nitric (which are the common strong acids). All of these would be expected to have a pH of about -0.6 or so.
