Can someone give me some reasons y schools should have later start and release times ? (im doing a debate)?

Maybe to fit in all or an even amount of your school time. Or the state may say that they need this certain amount of hours of school in a day or a year. It depends on how many periods you have and and the duration of time in each one. Hope this helped.
